    If your scrotum is filling up with fluid you may have a hydrocele which isn't a big deal but should be fixed. The lump on the scrotum won't be testicular cancer so you can relax about that but that should eb checked to, even though it may be an in grown hair. The size difference should also be checked, it maybe normal for you but twice the size of the other is a lot. I wouldn't panic but get to a urologist and get yourself checked out.
