can TC occur on the skin of the scrotum?

Hello,
Since I recently discovered a small pea-sized lump under the skin of my scrotum, I have been worried if I have TC. Can TC occur in the scrotum but independent of the actual firm testicle itself?

No, that's not testicular cancer.
