strange lump on the end of my penis

hi, everyone. i am glad to be able to get this all into the open without showing my I.D. i am 16.
i have a strange lump, just under the left side of my 'bell end.' it looks like a swelled vein but i am not sure and am totally scared. Can anyone advise me of the steps i should follow or has anyone experienced this?
